Formed in 2020, OC Environmental Services, LLC. (OCE) is a wholly-owned 8(a) subsidiary of an Alaska Native Corporation. 

OCE’s parent corporation, OC Holdings (OCH), is a holding company for the Ounalashka Corporation (OC), an Alaska Native Village Corporation formed under the Alaska Native Claims Settlement Act of 1971. OC owns approximately 135,000 acres of land on the islands of Unalaska, Amaknak, Sedanka, and on Hog Island. OC also owns and leases buildings in downtown Anchorage, Alaska.

OCE’s services focus on contaminated site remediation and restoration, often for the Department of Defense and Alaska Native Tribes.

8(a) Program

Since July 27, 2021, OCE has maintained 8(a) status. As both an 8(a) certified and ANC-owned corporation, OCE enjoys unique procurement opportunities with the federal government:

  • May be sole-sourced on all sizes of federal contracts (no $3.5M award caps).
  • Sole source awards made to ANC 8(a) firms cannot be protested.
  • Joint ventures can compete together for contracts set aside for small businesses.

Management & Staff

OCE has a well developed management structure that provides vision and oversight of employees and reports to the OC Board of Directors and Officers for the benefit of OC’s Shareholders. OCE Staff is composed of individuals with a diverse range of experience and skills in environmental work. This range of expertise allows OCE to complete complicated projects efficiently and to a high standard.

Capabilities

OCE’s staff has experience navigating projects through NALEMP on Native-owned lands, hazardous waste management, compliance with RCRA, and CERCLA including at Formerly Used Defense Sites (FUDS). OCE also provides environmental expertise and services at DOD sites including preliminary investigation and remediation. OCE provides services related to groundwater, soil and hydrological remediation, environmental consulting, environmental field sampling, as well as technical writing and reporting. 

OCE staff possess extensive expertise in a wide variety of techniques for environmental investigation and remediation. Staff experience includes investigating sites for surface and subsurface soil contamination (drill rig assisted), soil sampling, direct sensing technologies such as UVOST, and groundwater sampling. OCE has the capability of using innovative remedial technologies such as land farming, bio-venting, soil vapor extraction, carbon absorption, excavation, and disposal. Additionally, OCE is capable of monitoring natural attenuation for the remediation of Polychlorinated biphenyl (PCB), chlorinated solvent, fuels, and can perform stream and other hydrologic remediation using a function-based framework centered on restorative geomorphology. This framework can be used to stabilize bank erosion and to restore altered sites to aid development projects where stream and wetlands mitigation is required by permit.
